[mso] Conditional format for seven minute payroll rule

Is there a conditional format that could be entered in the time in and time
out columns in Excel 2000 that would automatically change the time in or
time out to abide by the seven minute rule.  If you sign in seven minutes
(or less) before the 8:00am hour it automatically rounds to 8:00am and if
you sign out seven minutes or less past the 4:30pm time it would round to
4:30pm.  Otherwise the times wouldn't be affected.   This gives a multitude
of people time to sign in and out without it becoming a mob scene.
