I have a related problem - I like to type most of my papers with both margins
justified. Sometimes a paragraph won't right-margin-justify, and sometimes the
last sentence of a paragraph,containing only three or four words, will get
spread out over the entire line.
In general I have a heck of a time using my tab bar in Word. It seems to have
a mind of its own!!

I think you'll find that there is a tab following the number, not spaces.
You need to set the tabs so that the width of the "10." doesn't
cause
tabbing past the first tab.
Turn on the display of white-space characters and you'll see what's
going
on.
