Yes...both Excel and Access can do this.  Check out  Excel's "Spreadsheet
Solutions"  templates (File>New>Templates>On My Computer)...there's one for
an invoice.  You can tweak it anyway you want so it calculates everything
correctly for you...though this will require that you know how formulas work
in Excel.  You need to unprotect the template to make changes.

Probably a little more detail on exactly what type of "flexibility" you need
would help people answer your questions.  But, based on what you've said so
far, I believe Excel will do everything you want. 

I cover templates and how to customize invoices completely in my book, so
I'm guessing my publisher might scream if I tell you too much more LOL ...
But this should point you in the right direction, if you choose to use
Excel.

I am a freelance editor of computer materials. I am also a court reporter. I
need software to keep track of the work I do and generate invoices. I have
Office 2003 Pro. I haven't used Excel or Access too much. Is there a way to
configure Excel or Access to accomplish what I want? I will need great
flexibility for the different types of projects I do and the different ways
I bill for them.
