There's a reason why its there, a function to help people to reply tons
of emails a day.
Its just not working despite the option is enable. All I ask if someone
know how to fix it or know what happened, not to comment, why use it or
you are just being lazy.

I'm not sure where you have a problem. "I am fine" is correct; "i am
fine"
is lazy. Looks as though Outlook is assisting you to produce proper
messages.
