A table of contents does not sort. It is in the order of the pages within
the document.
You could possibly use an index instead, if you want a sorted list of
unsorted pages.

I don't know if you want Word to place the pages where you want them, or
just the index entries. If it's the pages, I don't see why Word would do
anything automatically. If you mean the index entries, then I'd assume that
you would just regenerate (update?) the index.
I can't see why you are manually repaginating. Word styles allow you to
control pagination pretty completely. For those rare occasions when it's
not sufficient, you can insert manual breaks (e.g. break to odd page) that
will live in the document and force the required page breaks.
I don't know if it's just me, but I don't consider that Word is a very good
medium for holding what appears to be a database. MS Access will hold your
data in a form that can be sorted, selected and summarised. Its report
facilities should be good enough to allow the type of printed output that
you're after.
