Answering my own question:

      When I examine the text box in the test report, I see an exclamation
      mark warning which, when I hover over the warning symbol, says, "This
      control has a reference to itself". When I open the warning, it says
      "Invalid Control Property: Control Source", and, on a second line, it
      says, "Circular Reference".

I had named the text box 2nd_Phone. That's the same name as the field in the 
table. The circular reference was resolved when I re-named the text box 
"Phone(s)".

Now the report has no "#error" lines, but I still get 55-pages. That means 
every record is generating two lines even though I have only the one field in 
the detail section of the report. Also, when a record contains a second phone, 
it is concatenated on the same line as the primary phone number. When I 
specify a lower width for the Phone(s) field, the right-hand part of the phone 
number is truncated.

To try to eliminate the extra blank line, I have moved the footer frame limits 
right up against the detail text box, but I still get two lines per record. So 
far, I have been looking only at the detail text box. Maybe I should be 
looking at the properties of the whole report. Is there a preference somewhere 
that specifies double spacing for the whole report?
