You have to create mailboxes to be able to plan a
meeting with the conference room.  I'm almost positive
there's not a way to show public folder calendars in
meeting requests (for 5.5 at least, not that sure on
2k).

You can then set up agents on those mailboxes such as
the autoaccept script, which if you search on
microsofts site is usually a free download and does
the trick for most people.
