[msexchange] Backup Exec 8.6 3808 with Exchange 2000 SP3

I have several customers using Windows 2000 SP3, Exchange 2000 SP3 and
Backup Exec 8.6 v.3808 with all the latest hot fixes, patches, etc.
For some reason, I only see the "Microsoft Information Store" listed as
a backup option on the Exchange server on one of my domains. On all of
the others, I only see the "Exchange Mailboxes" backup option, so the
public folder store and logs don't seem to be getting backed up on these
servers.
Every Backup Exec server is either the Exchange Server itself, or
another server has the Exchange Admin tools with the same (SP3) service
pack level as the Exchange server. The backup user is delegated as a
Full Exchange Admin, Domain Admin, Schema Admin and Backup Operator.
The selection for "Microsoft Information Store" just isn't listed. No
errors or anything. Like I said, I am backing up the mailboxes fine
with no errors, but I don't even see the public folder store, and the
logs are not getting flushed. Is there a trick to "seeing" the
Microsoft Information Store in Backup Exec 8.6?
Just to reiterate: Backup Exec is either installed on the Exchange 2000
server or the Exchange Admin tools are installed on the Backup server in
every case, so that is not the problem. Every installation of Backup
Exec includes the Exchange agent and license code. Backing up the
mailboxes works fine with no errors. My problem is that in only one
case, can I see the Microsoft Information Store which includes the log
files and the Public Folder Store(s), so all of our customers except one
cannot restore public folders, and must have circular logging enabled
since the logs are not backed up and therefore not flushed.
Any information would be greatly appreciated. Since this has happened
on every Exchange / Backup server I have setup (and the servers are
nearly identical in almost every way), I can't imagine it is not a
common problem. I just can't find anything on TechNet, Microsoft
Exchange site or Backup Exec knowledge base (or on this list's archives
for that matter).
