[modeleng] steel boilers & Cu flues

Gents

I intend to make a boiler (a test boiler), and for economies sake, I was 
thinking of using a steel boiler barrel, with steel tube plates.(welded)
In these tube plates, I would then silver solder a Cu flue tube and two 
Cu return flues.
Does anybody have any thoughts on this type of construction.
The all Cu boiler I made works well, but it is a bit small,on top of 
that, it has cost over a 150£ in Cu alone,without any "trimmings".
So, I need a solid, but economic solution.
