Well, it ain't hard to get folks willing to operate their locos for that
stipend but it's sometimes harder to recruit station masters, guards, ticket
sellers etc.

When I was building my loco I spent 5 years selling tickets/working the
station for the aforementioned cuppa & bun (no oil or coal)
