Indeed there is enough information to build one.
What isnt obvious from the scan is that there are numerous measurements on 
the drawing.
Small, and hard to decipher in some cases, but enough can be read to give a 
good start.

The drivers dont appear to be equalised as you said.

From the sanders on both sides of the centre driver, I assume it was 
intended for frequent running in both directions.
The brake cylinder is shown as 21" diameter, which indicates vcuum rather 
than air brakes.

Alan,
Very nice find indeed.  Enough information there to build a copy with no
problems.  One curious thing, it did not seem to have had equalized drivers
or maybe I don't know what I am looking for.
