The requirements for steel and copper differ.
All have to comply with the Pressure Equipment Directive and other related
legislation.
In both cases there has to be an "audit trail" of the material used so that
it can be traced from the individual boiler back to the mill. The actual
requirements differ slightly with different sizes of boiler and pressures.
For steel, the person welding them has to have the welding certification as
is required for pressure vessels, pipelines etc.
( I cant recall the details.)
I do have some information on boilers and the legal requirements, which I
will send off-list, probably over the weekend when I am not as busy. Should
I forget, just remind me next week.
