Hi,
Problem with constructing a new shed is the time it takes to complete. I for
me would not go that way unless you like building and know your way around.
My workshop is on second floor under the loft. We calculated that in,
concrete floor, when we build the house. Please keep in mind that over the
years one is collecting quite some weight up there.
Building an new outdoor shed is going to take quite some time. Time better
spend at building something you like. So I suggest you have a look at firms
who rent/sell second hand temporarily bureaux / construction site
containers.
These come in different sizes and can be had at quite reasonable prices
second hand. Depending on the use it had they can be had in different lay
out inside. Toilet, kitchen plain open comes to mind. Most of them have an
already build in electric system nicely isolated and some even have heating.
Over here there is no building permit needed as these are considered
temporarily buildings. Setting up time one day! 
I am just suggesting it. The idea came to mind as I am currently looking for
a rehearsal room for the band of my son and this is one of the most tempting
options as I have the space to put it at the bottom of the garden.
