Jeff,
At the moment I am leaning toward welding and I will as you say just tack
around and work it little at a time until a full bead is in place. This is for
the actual saddle flange itself and it needs to be solidly connected and sound.
Appearance isn't much of a concern because at this particular joint what isn't
machined away will be covered by a filler to simulate a casting fillet.
