My workbench, which I have used for many years, has two layers of Flooring 
Grade chipboard bonded
together and covered with a layer of vinyl flooring just laid on, but with the 
vice bolted through
to the chipboard.  I have it a bit wider than the workbench so that I can put 
an upstand at the
back and an overlap at the front.  It stays in place quite satisfactorily.  I 
have replaced this a
couple of times when it gets too tatty.  It's cheap - I get offcuts from the 
local flooring
company.
