      Perhaps I didn't phrase it clearly but by that I intended to refer to
the treatment of live steam activity.  Were there any NY State boiler
inspectors present at your last few meets?  Nor ours either.  It's possible
they didn't want to be bothered.

      I think there is now a US railroad commission which has been given
jurisdiction over non-common carrier railroad activity.  I don't know how
it's handled in the UK.

      Primarily insurance coverage I think.  No compliance with
construction regulations, no testing, . . . then no insurance for public
running.  In the US, since the accident at the LALS a few years ago, US
insurors have been FAR more concerned with personal injury from equipment
and running accidents than from boilers.
