[modeleng] Track superelevation

Someone asked me about a simple programme to work out the correct 
superelevation for track curves of different radii, speeds, etc.
I have just found it, but unfortunately have forgotten who asked and cannot 
find their email.

So, could who-ever-it-was, let me know and I will send it to them.
