I would imagine that if the pipes are as old as they say, then the condition 
of them all should be easy to ascertain by looking at the ruptured pipe. 
The remedy is of course to remove and replace the pipes, but that will never 
occur to those  "superior" intellect, self important New Yawkers. They will 
repair the burst section of pipe and continue as usual ignoring things until 
the next explosion.

Jesse in Troy Tennessee,  where I keep hoping that the Chinese decide to 
take over the entire state of NY to help them balance their trade 
superiority against the US.  If that isn't enough to balance things, then 
they can have California also.


I wonder what the pressure of the steam was & how do you check the condition 
of the pipes underground.
