Tony,
Quickly, the tender tank is not unlike some tanks in the UK.
Rivetted steel, straight sided, rounded corners, and flared top plates (ie,
coal rails). Vintage tenders were typically built on a wooden frame
covered by a wood plank deck upon which the tank was bolted.
The tender deck and the engine footplate were typically built to be
flush although when laden with water and/or fuel there was often quite a
difference in height as the tender sank on its springs. Tanks could vary
in length but were rarely more than about 60" high over the rails.
Wheels would almost always consist of two 4-wheel trucks/bogies and
except in rare instances the solid wheels would not be more than 33"
diameter. Have you thought of having a look at the tender for the LBSC
Virginia? That might be appropriate for your purposes.
Regards,
Harry
