The reason for making them is (a) the size wanted isnt a standard one, and 
(b) they will need to be in brass.

Someone has asked me if I can / would make around 100 of them, and before 
saying yes (and earning some cash)
I am just thinking of the best way to make them.

If by "split pins" you mean what are called "cotter pins" in NA then they
are formed from half-round stock. I suppose that you could shape the stock
with a belt sander or perhaps wrap the wire around a large mandrel and turn
to make the flat side.

I hate to ask but since commercial ones cost pennies each why do you want to
make them? Do you need them of stainless or...?
