Id have thought that any club boiler tester would want to see mill certs for 
the stainless, the welding rods and the codes for the welder.

Look like a few problems with that white elephant. No firebox stays, welding
looks OK but not expert. Wouldn't depend on stainless to conduct enough
heat. Fire tubes look thin.

The loco it is intended for is not noted, and the boiler design doesn't look
familiar to me.

I wouldn't touch it meself, except as a curiosity and only if it went really
cheap.
