Eric,
   "We", of course, varies by location, as does regulation, but generally
speaking because superheaters are "attachments" or fittings if you will,
they are not a part of the pressure vessel structure and are consummable
and renewable.  The purpose of a test is to prove the pressure vessel
structure and not the fittings so superheaters will pass by.
