We had a guy turn up at the St. Croix Railroad some years back with a grate
made in this style (if the style as describe is a piece of plate with holes
drilled in it).
I can't speak to the amount of research or science that went in to his
manufacture thereof; I can say that it's the only grate I've ever seen melt
through (our 4-3/4" line has an uphill grade of around 1% for at least half
a mile, so a lot of locos that are used to going around on a level line get
far more of a workout than they're used to with us!).
So, apocryphal story apart, I'd say the choice of material and construction
required care and consideration.
