My Chester mill has a set of slots in the quills so you can put in a taper
wedge, and release it that way. Admittedly, few of the fittings have the
taper estending far enough that this works, and a number of different
length 'buttons' of 3/8mild steel rod are kept for this - you drop them
down in place of the drawbar.
In the absence of such slots, I would suspect that your approach is about
the only possible one.
The other answer is not to put Loctite on the taper......
