Tim,

Given that the boiler looks to be about "normal" for a British loco (as far 
as you can tell from the photo), I'd imagine it having trouble keeping pace 
with the demands of four sizeable cylinders. At least with a Garret you can 
have plenty of room for the firebox without wheels and axles getting in the 
way.

Another disadvantage with the design is the relatively large change in 
weight that there is on a tender from empty to full - the GWR 3500 gallon 
has a greater than 2:1 range, being 18 1/4 tons empty and 40 tons full. I'd 
imagine similar ratios would hold true for other designs, but I had those 
figures to hand.

further consideration I think probably the 60k lbs tractive effort suggest 
it is not an RH&DR loco nor indeed one intended for us in the UK
