Clif,
I'm looking into it.  Over the years, in many transactions with British firms, 
it was apparent that "packing & handling" was often just a money grab.  One 
such was Reeves and who regularly charged what was to me excessive packing.  
I've been in the mailorder business and I'm aware of how much time and cost can 
be involved in delivery preparation but if I charged full fee for every single 
moment I touched or thought about a project I'd have no business.
