Andy,

My father (47 years on the footplate) certainly never used this terminology. 
"Bloody Austerities" he called 'em. "Only built to last the war years - and 
we're still drivin' the rough, old buggers" he would add. I believe some of 
them didn't even have balance weights on the drivers!

Or maybe the term is used ironically?
