Andy,
They are oil cups. They're meant to point upwards, but they often ended up
pointing the wrong way, probably because they were loose! In the early days
a lump of tallow would be cut and placed in the cup, and when it had melted
the tap would be opened for it to run into the cylinder. You don't often see
them nowadays, they were rendered unnecessary by advances in displacement,
and later mechanical, lubricators.
