[modeleng] Narrow gauge locos

Dear all,
Often on Narrow Gauge locos, one sees what looks like a domestic tap,
on the front cylinder cover. I've seen steam puffing out of them in Ivo
Peters footage. They are obviously in addition to drain cocks. What are
they for? They look like they can only be operated when stationary.
