I can't say what it IS, but I can tell you what it ISN'T - it isn't based on
a Canadian loco and not likely a US one either.
I seem to recall some photos from a loco book that were taken in Egypt or
the Middle East that had locos with a similar style of cab and tender. Does
that ring any bells for anybody?
