Shim, stuck or soldered to one or both sides of the horn or axlebox.

As for the small matters thread, my workshop is tidied up, then work starts 
and soon it resembles a scrapyard. When the mess reaches the stage where I 
cant find anything smaller than the lathe, I have  a blitz and tidy up, and 
the process starts all over again. (Slight exageration perhaps but not 
much.)
Didnt think this would assist you with your problem though.
