Thank you for your many suggestions.

Last night after steaming down I inserted a fibre washer at the top of 
the clack and thus give approximately 40 thou more lift.

Tonight I steamed Hercules up again and at 50psi tried the injector. 
Water first, then steam.  Still overflow pouring out.  I tried backing 
off the water, no effect.  So with the water on full I just kept on 
opening the steam (we were now at 80psi), then it picked.  And I had it 
picking down to 50psi and below.

I swapped injectors and it worked just as well.

It looks like the extra lift has solved the problem.
