If unknown, I would test it by heating to bright red, followed by a water quench (turbulent brine preferably) and don't temper it afterward. If it is good tool steel, either oil or water hardening, after the water quench it should be dead hard, ie 60-65 Rc. You shouldn't be able to scratch it with a file. If it is mild steel or iron, it won't harden with this treatment, and your best bet then is to case harden with Kasenit or equiv., several treatments of it to ensure a deep case.
