Jesse, A lot of things inthe US were painted with Hammerite 40 years ago or
so. It has a mottled finish.  Lots of tools and tool boxes were painted with
it. It is still available in spray cans.

When I worked at the St. Louie Westinghouse M&R plant back in 1950 all of 
the steel cabinets for the various switchgear we made were painted with a 
gray "hammertone" enamel which was then baked in large ovens.  It had that 
mottled hammer mark finish and was quite attractive.  I wonder if this is 
the intent of the Hammerite?®.
