[modeleng] Floating Reamer Holder

I see that Hemingway Kits has announced the availability of plans for a
floating reamer holder designed by "Dr. K.L. Narayana and Neil Hardy". Is
this a new design or something that was originally published in Model
Engineer or MEW or...? A brief search of the indices and Google didn't turn
up anything.
