Hi Cliff, Thanks for this, yes, I've had this happen in the past- seems it also has to do with how tight the groove in the sleeper is. I use two blades in a table saw and fine tune the width by adding layers of paper or thin plastic sheet between the blades to increase the width of the cut. I plan to use pressure-treated (preserved) pine, 2" x 2" x 9" (for 3.5" gauge).
