Clif,

If I were you I wouldn't worry too much about clearance- make the axles a 
snug fit into the wheels then relieve a central portion of the axle with a 
coarse file leaving a small land at each end to maintain the fit. Do be sure 
to thoroughly degrease both axle and wheel bore with cellulose thinners or 
something better before you do the loctiting. Trust me -  they won't come 
off.
Finally, if you do all this then discover you have left the axle boxes on 
the bench (yes, I speak from experience here!) just get your propane torch 
out and heat the whole thing up to 200 degrees plus then knock the axle out. 
Use the domestic oven for a more scientific method if the domestic goddess 
permits.
