In some cases they do lower the track. But this tunnel has a rock floor AND at
the east end the tracks cross a bridge across the New River immediately past
the end of the tunnel so they could not lower the tunnel floor.
The next 3 tunnels west of the Cowan tunnel will get the floor lowered as well
as shifting the tracks more towards of the center of the former double track
tunnels.
