This is an issue close to my heart!

I was involved with the Romney Hythe and Dymchurch railway in looking at 
their options with the level crossings following the last fatal crash. 
They were AOCLs (lights only) they are now ABCLs (lights and barriers)

I ran a seminar on behalf of the IET (the old IEE) in April this year.

As a follow on I am organising another seminar in early 2008 that will 
look at open crossings (Accommodation and Occupation) in particular as 
they are now the highest risk on the mail lines.

If I remember correctly the installation on the Swanage railway was an 
AOCL (lights only).

In a vast majority of occasions nothing is found wrong with the 
signalling equipment, it is usually the road user at fault.  These days 
the police seem to go for the easy (read certain) conviction and not the 
most severe charge.  For example in the most recent RH&DR if I remember 
correctly it was a fine and a 12 month driving ban (and that was for 
driving past cars waiting at the flashing red lights and killing the 
train driver!

As a matter of interest, does anybody know why level crossing lights are 
flashing red and not just traffic lights?
