In my view increasing the penalty for this type of crime will have little or
no effect.   For the cost of keeping someone locked up for seven years we
could vastly increase the detection rate by means of cameras. Increasing the
detection rate rather than the punishment is I believe the best  way forward
given that the costs of road barriers are probably unacceptably high.
