[modeleng] Coupling rods on the tender???

Hi there All,
Just browsing through the latst issue of Model Engineer (issue4335).
Interesting 5" gauge garrett on page 401 - very nice.
Kevin Aylings Kitson-Mayer on page 401 as well, also an impressive
machine.
Page 403 - unassuming little 0-6-0 tender loco, only...are my eyes
deceiving me or are there coupling rods on the tender as well as on the
loco?
The reporter on this (the Reading open day) hasn't mentioned anything
about it - but I just wondered if anyone out there new anything about it
(I'm assuming this isn't a faked photograph, like the Big Boy style
tripplex loco of a few years ago)?
I know there was some talk a few weeks back about Poultney locomotives -
is this perhaps one? Such as River Esk on page...
