Jesse, quite possibly.
All I can say is that the ones I saw were burning bagesse (not the term that 
is used there though, nor in the Philippines).
As for maintainance, if it runss, they leave it alone.!!
In fact, the level of knowledge or competance of the guys I spoke to was, to 
put it kindly, poor.

Not all of the Cuban lokies burned Bagasse Alan.  I have a video of various
sugar mill locomotives in Cuba and some of them are burning oil or so it
would appear.  Lokies were in horrible operating condition.  Not even the
sanders would work so they had this peon walking along strewing sand on one
of the rails and still the wheels slipped much of the time.  Maybe peon
engineers were in charge also????
