I had a similar situation with a second hand milling machine spare some time 
ago. I got absolutely?no joy with the seller so I sent a letter to him, quoting 
the sale of goods act and references there to, and again requested either a 
serviceable part or my money back and postage is to be paid by him - It's 
surprising what a threat of a visit or reprimand from an official body can do. 
The offending part was collected by a courier and a replacement in my hands 
within a week.

Don't put your trust in Trading Standards. They will do nothing for you 
except give advice that if followed will cost you money. I brought them into 
a problem I had with a cowboy builder. They promised full action and help. I 
followed their instructions re. letters and photos and proof etc. When it 
came to the point of them taking action they pulled back and said it is a 
private case and they cannot get involved. Between the lines I have found 
they will only take high profile cases which make them look good. I am sorry 
if anyone here works for them but the only difference between TS and the 
cowboys is TS take our money as wages from Taxes. The cowboys take the money 
because they are theives. Sales of Goods Act relies solely on private 
prosecution. My alternative appears to be to crack some kneecaps for my six 
grand though that may be a bit strong for your pump. If you use a wash 
machine pump it must be below your tank of coolant and will not like pushing 
fluid thru a small nozzle or running dry for too long. Try the small pump 
you attach to a drill. they are very cheap.
