[modeleng] Re: Boiler Certificates

Despite Americans' penchant for safety and lawsuits,  I've heard of 
clubs over here that haul the public but are not required by law to 
have boiler certs, the logic apparently being that the loco driver, 
being closest to the engine, will of course want to ensure the boiler 
is safe.  Tell that to that (full-size) traction engine drive that blew 
himself and a few other folks up in Medina Ohio in 2001.  Apparently at 
that time Ohio had no laws on the books requiring boiler certs, even 
for full-sized equipment, and the State's boiler inspector didn't seem 
up to handling the case as they had to rely on "foreign" help from 
neighboring Pennsylvania to help with the investigation.  You can read

Anyone on this side of the pond know anything about boiler certs, model 
or full-sized, here in the Land of the Litigious?
