You will need a boiler certificate when running at ANY club, irrespective of 
whether or not you are hauling passengers. The good thing is that the 
certificate from your club will enable you to operate at any other club.

You will also need one if operating "in public".

About the only time you dont is when running in your own garden.
But, should there be any accident, and especially if anyone is injured, you 
might be held liable, and your insurers may well refuse cover.

To show my total ignorance of these things, when does one actually need a
boiler certificate please? I use several small divers' type compressed air
tanks, each one of which has it's own safety certificate which has to be
renewed at regular intervals - complete with pressure testing of the tank.
Are boiler certificates only required for use when the public get involved,
either at such as shows or for passenger carrying with the larger guages?
