Not very much. Look at the voltage that mica capacitors will withstand. I 
used to have the figure somewhere, but all I can recall is that it is high.

I would think a bigger danger if only using a single thickness is the 
possibility of flash-over through any hole.
Provided you have ensured that isn't the case, then it should be OK.

As for forming it, I still think it has something to do with heat and steam 
in a press, or something like that.
