Oh dear, my laziness has caused this (I couldn't be *rsed to calculate the
actual numbers).

So, to be more exact:-

Correct size A/F is .090ins but available screws are .0985ins (nominal
sizes). They are, therefore, 9.44% oversize A/F("Nearly 10%") and hence are
19.77% oversize on area ("Nearly20%").
Hope this clarifies this point.
