Sorry I left out the basics. The bird was at Happy Hollow Lake within Dahomey NWR. Low growing shrubby bushes over a narrow ditch--low in the bushes. It looks to me like the bird had been gathering material from the ditch--note the mud on bill. Basically front views were all I could get. Here is one other that does hint at wing bars and a notched tail.
