Strictly speaking: neither, nor.

But I suppose you mean: "if I have strain information in the TRACEINFO, do I 
still need a strain data file?"

Answer: no, unless you have other reads in the assembly which were not given 
strain information via the TRACEINFO but you want them to have some.
