[mira_announce] Third party scripts for MIRA

(Note: this should have gone to MIRA announce in the first place, not MIRA 
talk, sorry for the mess up)

No new MIRA version this time, but there's a new package available for 
download. It contains 
- a script that converts output of lucy into XML
- a scripts that convert 454 paired-end reads into a format MIRA can use
  (based on cross_match)
- a scripts that convert 454 paired-end reads into a format MIRA can use
  (based on BLAST)
